This FAQ is intended as a general guide. Applicants are responsible for complying with all applicable requirements of the Indiana Alcohol and Tobacco Commission and Indiana law. In the event of a conflict, state law and ATC regulations take precedence.

What is a Riverfront Liquor License?

A Riverfront Liquor License is a state-issued liquor license available to qualifying businesses located within the City of West Lafayette's Municipal Riverfront Development District. Unlike traditional 1-, 2-, and 3-way liquor licenses, Riverfront licenses are not subject to the same limited quota, making them a more affordable and accessible option for eligible businesses.

Where is the Riverfront Development District?

The Municipal Riverfront Development District generally includes the Levee/Village Redevelopment Area, extending from Fowler Avenue south past Tapawingo Drive and west to Northwestern Avenue. A map of the district is provided above.

How was the Riverfront Development District Determined?

Indiana law establishes where a Municipal Riverfront Development District may be located. The district must be adjacent to a river, can extend up to 3,000 feet from the river, and cannot be located within 200 feet of a state educational institution. These state requirements determine the boundaries of West Lafayette's district.

What is the point of the Riverfront Development District?

The Riverfront Development District encourages investment in downtown West Lafayette by providing additional opportunities for restaurants and similar businesses to obtain liquor licenses. Because traditional liquor licenses are limited in number, Riverfront licenses help reduce that barrier while supporting redevelopment within the district.

How much does a Riverfront Liquor License cost?

The Riverfront designation fee is $1,000, payable to the State of Indiana. The City of West Lafayette does not receive any portion of this fee. Applicants should also review the Indiana Alcohol and Tobacco Commission (ATC) application for any additional state licensing fees that may apply.

What are the steps to procuring a Riverfront Liquor License?

1.         Confirm your business is located within the Municipal Riverfront Development District.

2.         Submit a Riverfront Liquor License application to the City of West Lafayette Development Department at Development@WestLafayette.in.gov.

3.         City staff will review your application and schedule a meeting to discuss your proposal.

4.         If approved, the Mayor will issue a Letter of Approval and provide a copy of the City's Riverfront Liquor License Resolution.

5.         Submit these documents with your ATC liquor license application.

6.         On the ATC application, answer "Yes" to the question regarding Airport, Redevelopment, Riverfront, Railway Station, or Cultural Center licenses and enter "Riverfront" where indicated.

7.         Complete the remainder of the ATC licensing process.

What do I need to submit to the City for approval?

Applicants must provide proposed business hours and a copy of their menu, including any planned drink menus.

Can I sell my Riverfront Liquor License?

No. Riverfront Liquor Licenses are tied to the approved business and location. They may not be sold or transferred to another owner or establishment without going through the applicable approval and licensing process.
