What we do

The Economic Development Commission (EDC) is established to investigate, study, and survey the need for additonal job opportunities, industrial diversification, water services, and pollution control facilities in the City of West Lafayette.

The primary tool at the EDC's disposal is the use of the tax abatement. Tax abatements can be used to encourage new investment and increase and maintain basic employment within the "economic revitalization area". Tax abatements can be given for both investment in real estate and equipment. If a tax abatement is granted, the applicant's property taxes are phased in over a period of years.

Historic places teach and inspire us. Historic places encourage travel, tourism, economic development and create a more attractive community. Help us preserve West Lafayette's history!

About the Commission

The West Lafayette Historic Preservation Commission was formed in 2011 following the passage of City Ordinance #19-11. The Commission’s mission is to designate local historic districts and to serve as a helpful resource in preserving West Lafayette’s rich history, dating back to 1855.

Member Appointment:
The Commission members are residents who are interested in preserving and developing historic areas and have expertise in architecture, history, and city planning. The nine volunteer members are appointed by the Mayor and City Council and serve for a term of three years.

For more information about the Commission or its members, contact the Commission Administrator by visiting City Hall, call (765)775-5160, or email HPC@wl.in.gov.

Our mission is to preserve and protect West Lafayette’s historic neighborhoods, thus safeguarding the architectural integrity of these historically significant areas. The Commission reviews Certificate of Appropriateness (COA) applications from home/business owners for exterior remodeling or new construction or demolition projects requiring authorized approval.

The Commission also provides advice in the maintenance, restoration, rehabilitation, reconstruction, and development of historic buildings. Step 2: Contact the Commission Administrator to discuss your project at HPC@wl.in.gov or 765-775-5160. Depending on project details, an application may not be required or the COA my qualify for staff approval in lieu of public hearings. The Commission Administrator will review the Historic Preservation Commission Procedures and Policies document to provide specific director for your project.

Step 3: If you live in a historic district and your work requires approval, you will need to complete a Certificate of Appropriateness application. Include photos, drawings, or descriptions of improvements, using resource guide and websites. See examples and the application here. Please visit HPC FAQs and Answers for frequently asked questions.

Step 4: Submit copies of application and documentation either online, at HPC@wl.in.gov , or Margerum City Hall at 222 N. Chauncey Ave, West Lafayette, IN 47906.

CSO

Protecting our natural resources by reducing Combined Sewer Overflows

West Lafayette is committed to protecting our natural resources. The city has recently updated its 20-year,  CSO Long Term Control Plan, which will result in a cleaner Wabash River.

What is a combined sewer overflow?

According to the U.S. Environmental Protection Agency, CSOs are remnants of the country's early infrastructure. In the past, communities built sewer systems to collect both storm water runoff and sanitary sewage in the same pipe. During dry weather, these "combined sewer systems" transport wastewater directly to the sewage treatment plant. In periods of rainfall or snowmelt, however, the wastewater volume in a combined sewer system can exceed the capacity of the sewer system or treatment plant. For this reason, combined sewer systems are designed to overflow occasionally and discharge excess wastewater directly to nearby streams, rivers, lakes, or estuaries.

CSOs contain not only storm water but also untreated human and industrial waste, toxic materials, and debris. This is a major water pollution concern for cities with combined sewer systems. CSOs are among the major sources responsible for beach closings, shellfishing restrictions, and other water body impairments.

While not subject to secondary treatment requirements, CSOs must nevertheless meet water quality-based and technology based standards under National Pollution Discharge Elimination System (NPDES) permits to comply with the Clean Water Act. Based upon U.S. EPA's 1989 CSO strategy and 1994 National CSO Policy, CSO communities are required to implement nine minimum control technologies, and develop a long-term CSO control plan to meet water quality standards. The nine minimum controls are generally met through management of the existing Combined Sewer Systems (CSS), while the long term controls will involve capital improvements such as the retention and treatment, or sewer separation.

More than 100 Hoosier cities and towns have CSOs. There are over 700 cities with combined sewers nationwide. In West Lafayette, there are 3 CSO locations. You can view those locations by clicking here.

What is West Lafayette doing to reduce CSOs?

In 1993 the city began an aggressive 20-year plan to significantly reduce CSOs and comply with federal regulations related to the Clean Water Act. Over the next 10 years, a number of major improvements were made, including:

  • An $18 million upgrade to the wastewater treatment plant that included ammonia removal and de-chlorination
  • Completion of the $2.2 million foundation drain disconnect program in the Barbarry neighborhood (1999)
  • Construction of the $2.3 million North River Road lift station (1999)
  • The $1.9 million rehabilitation of the Happy Hollow interceptor (2001)
  • Construction of the $5.9 million wet weather treatment facility to significantly reduce CSO impacts on the Wabash River (2003)

The city has recently updated its 20-year plan. Click here to download the CSO Long Term Control Plan. The western sanitary interceptor, projected to be a $13 million investment, now takes a portion of sanitary flows out of the combined storm and sanitary system, reducing the number of CSOs and the strength of the wastewater in a CSO overflow event. The project also included the elimination of 3 lift stations.

Welcome to the City of West Lafayette's Stormwater web page.  The purpose of this page is to provide insight into what West Lafayette is doing to address the Stormwater needs of our community in addition to complying with the applicable State and Federal regulations.

On February 4, 2013, the City Council approved the Stormwater Service Charge for residential and non-residential properties within the legal limits of the City.  Beginning on January 1, 2014, the City will begin billing property owners for Stormwater Service Charges.  The monthly fee for residential property will be $8.00.  Monthly service charges for non-residential properties will be $8.00 per each 3,200 square feet of impervious area located on the property.

Please feel free to direct questions pertaining to Stormwater to the Engineering Department.

NPDES Information

Federal and State Regulations

As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Phase II of NPDES, published in the Federal Registeron December 8, 1999, requires NPDES permit coverage for stormwater discharges from regulated small municipal separate storm sewer systems (MS4s).

NPDES Phase II requires regulated communities to develop a plan to address 6 major program elements regarding stormwater quality, referred to as Minimum Control Measures (MCMs).

They are:

  1. Public Education and Outreach on Stormwater Impacts
  2. Public Involvement/Participation
  3. Illicit Discharge Detection and Elimination
  4. Construction Site Stormwater Runoff Control
  5. Post-Construction Stormwater Management in New Development and Redevelopment
  6. Pollution Prevention/Good Housekeeping for Municipal Operations
In Indiana, the Indiana Department of Environmental Management (IDEM) is the permitting authority. In response to the federal regulations, IDEM developed Rule 13, which details permitting requirements within the state of Indiana. Under the Rule 13 Program, Tippecanoe County, Lafayette, West Lafayette, Battle Ground, Dayton, Purdue, and Ivy Tech of Lafayette are required to implement controls designed to prevent harmful stormwater pollutants from being washed into local water bodies, and have chosen to do so as a cooperative team.

The D.A.R.E. program began its first year in West Lafayette in August of 1997. Since then 100's of children have been educated to say "NO" to drugs and violence and have had fun while learning.

The West Lafayette Schools and the West Lafayette Police Department have dedicated themselves to D.A.R.E. not just to educate our youth about the dangers of drugs and violence, but for the many other positive messages the D.A.R.E. program offers. Topics such as self-esteem, pressure, stress, and consequences all play a huge role in whatever children choose to be drug free. Class interaction and role-playing are among the favorite activities used to involve all students.

The West Lafayette Police Department is dedicated to the youth of our city. We believe the D.A.R.E. program, by allowing a uniformed police officer into the class rooms, will reinforce the positive relationship between police officers and children.

If you would like more information about the D.A.R.E. program please e-mail Officer Kirby at jkirby@wl.in.gov or go to the D.A.R.E. website at http://www.dare.org/.

Thank you,
Officer Jeff Kirby

Newman Road Underpass Project

This project will replace the existing Newman Road (and the Kankakee, Beaverville and Southern Railroad Underpass) from immediately west of the Newman Road/SR 26 intersection to Benson Drive with a modern structure. This structure will

  1. accommodate easier access for passenger, commercial and emergency vehicles;
  2. promote pedestrian and bicycle access and safety;
  3. facilitate utility service; and
  4. provide a tangible and recognizable front-door presence and gateway to the Purdue Aerospace District (a tract of land consisting of 176 gross acres (105 net development areas) that was named an Indiana Certified Technology Park by the Indiana Economic Development Corporation in 2015).

Construction for this project is set to begin in December 2019. See Newman Road Underpass Project for details regarding road closings.

Salisbury Street Redevelopment Project

The completed construction project will provide improved safety for multimodal transportation that moves northbound and southbound through West Lafayette. The anticipated result of that desire is a continuous trail along Salisbury from Kalberer Road (the trail will also tie into Cumberland Park) down Salisbury Street for approximately two miles until the intersection of Grant Street and Salisbury Street at which point the trail would follow Grant Street to Northwestern Avenue.

The West Lafayette Tree Friends were founded in 1981 with the adoption of the original West Lafayette Landscape Ordinance. We are citizens who care about making our city green.
Our primary goal is to plant trees and implement landscaping projects in the public right-of-way. We work in cooperation with property owners to enhance the beauty of the streets of West Lafayette. Additionally, we usually complete one or two large planting projects each year. All Tree Friends initiatives are financed by private donations which are augmented by matching grants when available.

The Street Department closely monitors conditions and pre-treats roads accordingly if the possibility of icy or snowy conditions exists. Plowing and/or salt operations begin once snow or ice starts accumulating on streets.

Due to priorities and staffing levels, city personnel do not provide driveway clearing.

Avoid large piles of snow in your driveway.

    Snow Shoveling Diagram

West Lafayette City code requires that the owner or occupant of a property adjacent to a sidewalk removes snow and ice within six hours after daylight and after snow fall has ceased. If you have any questions or if you know of properties that have sidewalks in violation, please contact the Neighborhood Resource Team at (765) 775-5200.

    EMERGENCY SNOW ROUTES

West Lafayette City code states that whenever there is an accumulation of two inches or more of snow and/or ice, a snow emergency will be declared. All vehicles, trailers, and/or equipment parked on all emergency snow routes in the area bounded, as described in this section, shall be removed by the owner until the road has been cleared. A declaration of the snow emergency will be published electronically. The emergency snow routes are as follows:

    Airport Road Lindberg Road
    Cherry Lane Russell Street
Cumberland Avenue Salisbury Street North of Stadium Avenue
Grant Street Stadium Avenue West of Grant Street
    Harrison Street State Street
    Cul-De-Sac Streets

The city incurs proportionally more time and costs clearing snow from cul-de-sacs than on typical "uninterrupted" stretches of city streets. In order to increase efficiency, crews will, when feasible, use the following standards in plowing snow in cul-de-sacs:

    1. One full pass will be made with a snow plow out of the cul-de-sac
    2. As time follows, the cul-de-sac will be further cleared

Because some cul-de-sacs either have a very short throat or may develop unusually heavy or uneven drifts, crews may not always be able to employ this procedure.

    Residential Driveways

One of the most frequent concerns in the removal of snow from public streets is snow being deposited in residential driveways. As plows travel along streets, the snow accumulated on the plow blade has no place to go but to the adjacent street and in driveways.

While snowplow operators make every attempt to minimize the amount of snow deposited in driveways, the amount can still be significant. The more snow has fallen, the greater the challenge is. One way residents can help is by piling snow you have shoveled from your driveway in your yard, instead of the street. Doing this will help snowplow drivers avoid carrying piles of snow across the driveway.

Due to priorities and staffing levels, city personnel do not provide driveway clearing.
